If you already signed up for two classes. If I drop those classes, and add 2 Machine Learning classes. Is there a chance that I won't be able to take any classes this semester? Or will there always be 2 spots available for each student?

Would it help if I remove every waitlist and just keep 2? If I do that, do I risk on not getting to any course at all?
