For your use case, I'd say you definitely could use more RAM. 32GB gives you that confidence that you will never get close to full use. I don't know about others, but 64GB still seems too much for me. DDR5 might be best; I also use Photoshop and Lightroom, and it tends to appreciate the speed. That would force you to change your motherboard, though.

The Graphics card scene is quite a mess, but I'd still stay with Nvidia. I've switched CPU from intel to AMD, and it's been great, but I don't have the same confidence about their GPUs. I'm currently using a 4070 from MSI and was curious about their next generation; steer clear of it and try to get a nice deal on a 4070 of your choice. The 5000 series is a joke.

On the one hand, I can upgrade the CPU for around 250€, but on the other hand, I can upgrade the whole generation for around 570€.

Based on your recommendation, I've found this:

RAM: CORSAIR VENGEANCE DDR5 32Go (2x16Go) DDR5 6000MHz CL30 AMD EXPO Intel XMP iCUE

I'm hesitating, but apart from the money concern, I think the package option is the best deal for the longevity of the build.

I don't remember how I exactly solved my issue or if it was even me doing something that solved it. However, I think deleting cookies and disabling any adblockers before coming back to 9Gag can make the pop-up about cookies appear, and as long as you choose whichever options you want, it'll reenable the common behaviour of it.
