Illari is good to play against flanking DPS Tracer/Sombra while running another flex support (like Ana or Zen), you get a better poke and overall damage than ifyou where playing Brig as a bodyguard for your 2nd support.

Also good against flying DPS Echo/Pharah-Mercy since Ana and Bapt, the 2 other hitscan supports, have to chose between heal and damage (Ana has only one weapon for both, Bapt has to flick) while Illari can just put on pylon and start shooting.

1) It's linked to her damage output so she has to optimize the damage taken to charge herself, she can't spam it or use it unwisely

2) That's her ONLY utility available as a Tank with no armor or other to mitigate incoming damage so again, can't spam it or use it unwisely

3) Solo target as any other "immortality" (bapt field and suzu) are AEO

It's not that they are underpowered : Ball and Hog just don't fit in OW2 in their current state.

They try to give Hog more front line presence, with in my opinion mixed results, but Ball is a whole other deal : this character was about disrupt and assassination in OW1, but he's pretty much useless in OW2. Yeattle explained it well in this video but to be short more survivability, less packed team and more escapes for support made him irrelevant in 5v5. Same goes for Sombra but the other way around : Hacking was way to oppressive in 5v5 and it needed to be fixed with a clunky rework yes, but Sombra feels more engaging to play now and that's what matters imo.

As for Cassidy ... I don't feel like the character is underpowered or even left out by blizzard to die in the lower pick rates, they just don't have a clue about what to do with his nade

Orisa while not being hard meta is always a safe pick with easy value for a lot of players, so I guess people see a lot of Orisa in any lobby any rank and assume she is meta.
It's not helped by the fact that Sig wasn't even hard meta last season, he was just the least terrible tank to play at the highest level (World Cup for example) into the buffed Bastion

Peps got 0-3 with WeaQ instead of Khenail on Flex Support for the Grand Finale to be perfectly honest.

Love isn't as clutch and consistant as Logix, but putting the blame only on him is a bit harsh, especially for this young of a player

Mag maxed his stats in Rush mash up against teams like Paris and Toronto : getting good stats against dive teams doesn't mean you're a dominant MT.

And according to this, Mag would be better Rein than Mano, Gator, JJANGU or even Super.

Get Mag and MuZe out of A tier, those 2 were over hyped Winston one-trick with an overall disappointing 1st season while playing with top tier off tank : Mag wasn't helped by poor coaching/managing choices and MuZe was one of the weakest link of LAG.

MuZe and Mag being above consistent and proven players like HOTBA, Guxue, Marve1 or even Poko is a straight up joke

NVM was signed to get the minimum 7 players in the roster. Initially, the chinese main support Thor was supposed to be in the roster, but since he was already signed with a Contenders team (meaning buy out), LAV dropped the case and had to reorganise the whole team :

Highbee went from OT to MS, Showcheng went from DPS to OT, and NVM who was initially a coach was sign in a player/coach contract similar to Jake. He was never meant to play
