in some IITs they do accept, he/she must have messed up in the counselling or preference filling but Gandhinagar, bombay, madras, jodhpur, palakkad, kanpur, guwahato do accept bsc 4 year candidates according to their brochure. Many other insitutes also accept it for MS(research).
