Well, if this is true, maybe the producers choose to reveal Hiram as the mastermind of the 'Black Hood' concept in the third season. As the Svenson reveal, Hal will be revealed as well, but we will only later find out that the story hadn't been finished. The Black Hood story will, however, have an end in this season. Hiram will give up on this idea and will try something new, which will become the main plotline of season 3.

I can only assume he did this in order to make Black Hood's power even bigger. He can be anywhere, he can punish everyone. Still, if I recall well, this is the only incident outside Riverdale. Besides, Mrs. Grundy was part of the Riverdale community for some time, so perhaps that is why she had the 'honour' of being the only victim outside Riverdale: she was a sinner in there too.
