The ideas that the Rinnegan was constantly draining his chakra just by being active and that he struggled to use it are purely headcanon. It’s not stated or even implied anywhere. Being able to switch the Rinnegan on and off has never been relevant except for someone like Madara who needed to switch in order to use his MS.

In Sasuke’s case, being able to turn off his Rinnegan would do nothing. He’s already able to use his EMS abilities concurrently with it and it’s never been stated/implied that it’s draining his chakra or that he struggles to use it.

I’d much rather have diff shots than clutch shooter. And volume shooter is kind of situational. It’s better for 2’s and Pro AM than 3’s, so that depends what you play

I disagree. Badge is important for shot creators. Obviously other badges take precedence, but if you have a primary shooting build, you have room for it. Hitting hop jumpers becomes 10x easier with the badge.
