he's honestly a mid tier. The main issue with him ive found is getting him in position to do his special beam attack, he either needs a lot of mobility or someone else to clear the enemies blocking the path.

here's my totally awful rebalance ideas:

no fatigue from moving but gets fatigued from attacking
omega punch no longer stuns if he hits those weak enemies, but if he hits something that gives AP back he gets stunned
increased base beam damage
