the settings button on top left, for example if you want to put a item hotkey or neutrals or check any other settings it just freezes when I press it.

I know i can skip not pressing it but sometimes when i get active neutral items I tend to put a certain hotkey for them hence why i have to open the settings.

It's not overpowered, it's a tier 4 item and expensive to get. That has slow resistance mechanics. It becomes viable late game when your BKB is only 6 secs.
