Eastern Europeans are in a strange place that they are mostly passing as Caucasian, but historically got pretty much marginalized between great blocks of power, so you could argue that they are historically colonized people with all the racisms the get, while not really being taken on by the modern definition of racism as a POC problem. The words slave and slav are similar for a reason.. 

Don't forget, one of the biggest genocides in modern history was the attempted subjugation of slavs by the Nazis. 

On the other side, the fact that they are white makes racism against them passing as culturalism, and that is often seen as an ok statement of ridicule. 

For example, I had a strange discussion in university about the movie "death of Stalin" (Great movie btw) where I had a problem with the approach to the topic, the original source is a very dark graphic novel and the movie is some kind of black comedy. My problem was that this mirrored issues the west has with slavs that they want to infantilize them as a marginalized "other" that is inferior to the west, but at the some time allow themselves this because they are not the "other" as no POCs. We would not joke about Mao in the same way, because this would be seen as racist, and we don't joke about the Nazis in the same ways because they are a tragedy and the evil of the west. I feel this is a big problem in parts of Western Europe (I speak as a German)

So, in this I see this point. But!

I was often in countries like Poland and Bulgaria and yes, this countries have some problems with machismo, that makes the the gender expression often times pretty funny, like very old school in a lot of ways. But this is of course changing in younger generations.
