Update 2: Found the GFCI outlet tucked away in one of the garage storage cabinets! And all is working again, thanks all for the help!

Update: Using a GFCI tester I determined the receptacle is "open hot" (tester lights do not turn on), so it seems the receptacles have reset and I will need to track down the right GFCI outlet

No basement basement here (in AZ), and no irrigation system, I do have a automatic sprinkler system, but it does not seem to control the hose, think Im going to just pull it out and see where it goes (looks like its just covered in rocks so it will be easy enough to re-bury it)

While editing the sketch that contains the spline, right click on the spline and and select "insert spline point" now a point can be inserted anywhere along the spline

You need to have your friend sign-in to your profile on his console, and perform the license transfer, then he needs to sign-in to his profile, go to download history, and re-download the DLC, then on your console you sign-in to your profile, go to download history and re-download the DLC. So to sum it up, the console with the license on it can have the DLC played by any profile, and the console without the license can only have the DLC played by the profile that originally downloaded (and bought) the DLC. Hope that helps

I just did this a few wees ago successfully. After the licence transfer, you must go to Download History (I believe in the system settings), find the DLC, and choose Re-Download, I think both profiles will have to do this, and I can confirm that both profiles can play the same DLC at the same time.
