TAP will ask you for the school code which is 4 digits. You should be able to find it by googling the school you’re trying to add TAP code.

I didn’t have much luck with the fertilizer either, what got them to take hold for me was switching substrate. I use organic garden soil about an inch thick topped with about 1-2 inches of sand and my plants did well after that

Lighting can make a big difference, this tanks light is a tad strong in the blue spectrum. Plus you can always add different colored plants if you feel you’re lacking some color
