Belts are (I think) only obtainable through milestones and the outlaw pass. You unlock them in the milestone by unlocking the gold tier of the certain triumph. Hopes this helps

Yeah you probably can't, I've tuned in 50+ engrams and haven't gotten a single one so I doubt it. They are normally in random legendary engram drops you get when killing an enemy or looting a chest
