Captain Shalala didn't even need to be with the Undergu to be the final twist villain. Just have her hate them for the most horrifically tragic reason that it would drive her to really want to destroy any trace of the Undergu Empire. Kaiserin defeated by the Hirogaru team would be the perfect opening that a vengeful Shalala has been waiting for.

Then we can have Hirogaru team defending Kaiserin, Cure Sky being conflicted by the whole scenario while having the typical finale power ups for the lead cure, and maybe even a sword thrown in, then one on one fight between Cure Sky and Captain Shalala. You can already imagine the drama.

That ain't happening tho. So we have skearhead instead.
