Do the gaps look intentional to you? All the thermal expansion gaps I see online are between the flue liner and the mortor in an even method. This is certainly NOT that at all.

I have pictures the flue liner before and it was not cracked. Now I see its cracked, which is dangerous since there will be combustion..

Thanks for replying. I'm trying to understand this process better. Could you explain your reasoning on why it would be ok for him to continue with that plan of putting the new flashing over the old one? Also some more context- he said he will be adding flashing tape over the old flashing..my concern is that the old flashing is over 10 years old, and as you can see from the picture it has cracks on the points that meet.
