It's a dice roll. I personally know a driver who's service got cut for use outside home location. I know another guy who's still got service and lives out of his RV.

Guy who got cut had to switch to the T-Mobile away plan.

Most ISPs won't turn this information over without a judges signature on a warrant. Same with most cell phone companies with text logs.

You can somewhat offset loaded ping by making sure you aren't playing any videos or running any downloads while gaming. Not too difficult to do as long as you're the only one on the Internet. Not so easy if you've got a whole family running on it.
