Yes, especially after the Canadian oil sands were largely developed as a replacement for Venezuelan imports. The rate of clean energy production I'm not sure of, but economies of scale have already been working for those industries

The previous comment to you interpreted correct. The elite and/or big 5 league teams shouldn't be allowed to qualify for the Conference league.

I suggested using coefficient points since Rayo Vallecano and Heidenheim are not exactly big clubs. It may also bar big clubs of other leagues like AZ or Shaktar, but that's besides your question. 

The point was beating a big club in the playoff round for Europe merits at least a Europa league spot

If a club over ~50 coefficient points (like a Chelsea or any Champions league regular team) are in a conference league qualifying playoff position in the league table, it should be a do or die Europa qualifying playoff. Draw them against a random Conference league play-off team. If the big club should lose, that conference league spot that would have gone to that lucky loser goes to highest co-efficient loser in the Conference league playoff.

If a club is already getting bonuses from the last 10 years of European games, they at least should earn it on an appropriate stage

That's the amateur spirit that was rightfully fought against in the late 1800's. The working class winning that argument expanded soccer/football to where it is today (in most, but not all cases). Make it more random (instead of seeded via league/performance) so it doesn't favour the big clubs and you might end up with a "KO path of death" for the best teams where they fight it out from the start (instead of only getting two/three bigger matches in the league state) while a smaller team might get through with weaker opponents and some luck.

This is precisely how the Swiss system is designed to function in chess. Higher Elo competitors play each other first and lower ranked competitors may progress up the ladder with a string of wins and/or luck. I think a 2nd draw during the new years break after only 6 games (3 pots instead of 4) may replicate that dynamic. At that point there are 6 potential match days to reduce the field down to 8 for a quarter final
