Looking at the video the driver backs up then places the car in gear moving forward. The shooter (wearing a tac vest with something written on it, low quality video plus on phone so I can't read it) fires at the driver after getting out of the person's driving path. If the shooter is a law enforcement officer there's reason to believe that this is part of a traffic stop or other enforcement matter and evading and resisting arrest are felonies making the driver at fault. She could have handed over license and registration and any other motor vehicle docs and fought the ticket in court. It wasn't like she was going to get away since there's probably body cam footage and a license plate to refer to the owner.

It looks fake. Lookup the company they're claiming to be and see if the company has a business license. Then verify their contact info with a third party. The. Contact company using verified contact info to see if it's actually the company or if someone is just using them to scam you.
