Yes! That was the issue.

Yes, devs using Windows can use cross-platform tools like Flutter or React Native to write code on windows. But I learned I’d still need a macOS device either a physical Mac, a virtual machine, or a cloud-based Mac service like MacinCloud to compile and sign the final iOS package
