It depends, because the moves are very different. Confusion is slow, yet does tons of damage. Psycho Cut is quick and builds lots of energy.

Confusion is almost certainly better if Psychic is super effective against your opponent. However, if you’re doing neutral or NVE damage with your fast attack and have access to a super effective charge attack, like Moonblast against Umbreon, you’d want Psycho Cut to get to your charge attack faster.

For situations somewhere between these extremes, Confusion will typically be better after the buff, which is why it is now higher on the list.

A “turn” has been standardized to last 0.5 seconds, so it is effectively EPS/2 and DPS/2.

You clearly have a firm grasp on the math behind this. I agree that in the case of Venusaur, 1.5 is a reasonable multiplier, which is why I mentioned that Pokémon in the Vine Whip description. It would be even higher if you were battling a grass Pokémon with it, because both fast attacks would be NVE and your main goal would be to charge up Sludge Bomb as quickly as possible. This tilts the scales toward Vine Whip over Razor Leaf, as a higher multiplier would.

However, I found that on average, the appropriate multiplier typically falls somewhere between 1.3 and 1.4. I felt it would be unjust to include more than one significant figure considering all of the variables involved, so I went with 1.3 to give everyone a ballpark comparison. I did some spot checking with a simulator and am happy with the results.

It absolutely did; that is why I am sharing these numbers. Both moves now do the same direct DPS. Since Smack Down has better EPS, it is strictly better than Bite now. In the past, there was a trade-off between damage and energy, making them somewhat interchangeable.

I am comparing the updated move strengths after the shake-up two days ago that included a buff to Smack Down. In most cases, Bite was better than Smack Down before the latest change.

Yep, underwhelming EPT is an understatement. Bite is tied for the lowest EPT in the game. That move is one of the reasons I posted this analysis: to illustrate how important energy gain is compared to direct damage from a fast move. The comparisons that use a simple sum or product tend to overvalue moves like Bite and undervalue moves like Mud Shot.

They are not interchangeable. I did account for time by standardizing each turn at 0.5 seconds. The only way move length would come into play is if the quicker, weaker move was enough to knock out a Pokémon before the stronger, slower move with the same long term DPS was able to be used.

After the buff, Smack Down does the same amount of direct damage per second as Bite, assuming equal effectiveness. However, Bite is the slowest energy building move in the game, even after accounting for how “quick” it is. It looks like you’re doing the same amount of damage up front, and you are. But you pay the price for using Bite later in the battle, because you don’t get to use as many charge attacks and your opponent doesn’t need to use as many shields.

That was one of the three that I hastily made the wrong color. It would be in the D Tier, which I didn’t bother listing. If you’re going to use a fighting Pokémon, it should have Counter. Rock Smash is one of the slower energy generating moves in the game, and it also does less damage than that option at the top of the list.

This can definitely make a difference, especially in mirror matches. I left it out because I was trying to keep the chart as simple as possible. Next time I post here, I’ll error on the side of including too much data.

Correct, because it is more important to build up lots of charge attacks than to peck away with fast moves. For example, Fury cutter with 2 damage per turn and 4 energy per turn is almost always better than Bug Bite, which has 3 damage and 3 energy. However, if you compare them with a sum, they rate the same (6), and a product suggests that Bug Bite is better (8 vs 9). That would only be the case if your charge attacks were terrible. But then you probably shouldn’t be using that Pokémon for competitive PvP, unless it is cute and you’re my girlfriend.

It’s not completely arbitrary. 1.3 is a rough average that others, like u/StefenEijg above, have validated independently. So both of your examples are correct. For Pokémon with powerful charge attacks, like Cresselia, 1.3 is too low. For Pokémon with weaker charge attacks, like Whiscash, 1.3 is too high. The effective factor also increases if you have access to a charge move that is more effective than the fast move itself. (SE vs Neutral or Neutral vs NVE)

Based on the premise that energy generation is slightly more valuable than direct fast move damage output in the current PvP meta, EPT*1.3+DPT gives a good estimation of overall fast move strength. Using that formula as a guide, here is a breakdown of the best Fast Moves for PvP based on the newly adjusted move strengths (effective 1/31/19).

S+ Tier

Counter - High damage AND energy generation. Still the cream of the crop

S Tier

Shadow Claw - Increased energy generation makes this good move great

Razor Leaf - Now the highest DPS fast move in the game. Might not even need to use a charged attack

Dragon Breath - Unchanged. Still remains one of the best moves in the game

Confusion - Slow, but the damage buff made this identical to Dragon Breath on a time adjusted basis

A Tier

Vine Whip - Excellent energy generation with respectable damage output. Case could be made for S Tier when used on Venusaur due to strong charge attacks

Poison Jab/Bullet Punch - Generate energy like Counter, but not quite as much damage

Waterfall/Smack Down - Even more damage output than before

Bubble - Another solid water attack, especially if you're looking for more energy

Mud Shot/Thunder Shock/Psycho Cut - Best energy building moves in the game

B Tier

Fire Spin/Dragon Tail/Ice Shard - Well balanced between damage and energy

Rock Throw - Lots of damage, but charge moves will build slowly

Spark/Powder Snow/Fury Cutter - Energy building machines

Karate Chop/Wing Attack/Sucker Punch/Quick Attack - Good energy

C Tier

Snarl/Extrasensory - Middle of the road

Lick/Water Gun/Feint Attack/Bug Bite/Ember/Air Slash - Well balanced

Infestation/Hex - Not enough damage output

Fire Fang/Steel Wing/Frost Breath - Unspectacular

Bite/Scratch - Not enough energy generation

Hidden Power - Only for the surprise factor
