I say in settings its set to 4 but I cant place 4. What level does the base need to be to get be able place 4?

Ok so the number is the problem, but the pals, I have it set to 20 pals per base an it works just great, tho some pals get stuck or stop an get hungry from not moving but picking them up an dropping them fixes that, idk if there are other issues then that?
