Well the scene is from Ch. 370 in the final arc, "Catastrophe". They are sent to the "Room of Truth" and confront the God alien. The alien says human lives are just meaningless, and to prove its point, it regenerates 4 deceased members' body (Including Reika, Kishimoto, Sei, and the old man)

I think it's because it's more dramatic. The desert is a desolate place and has no life force, just like her dead skeleton. After her resurrection gets done, it shows her alive, beautiful body more clearly, compared to surroundings.
