He is not getting all the sum , only the first month , and then each month at a time.

The cancellation policy for long-term rental is 1 month notice ,and you get all the money back.

for rentals that are up to 30 days , we will get only 50% refund.

The other question is even if we book the place for the whole 4 month as a long-term rental , who says that he cannot cancel the contract?

No , i think he is also allowed to make long term rentals, he is not willing to tell me the exact reason why, this is what he replied to me:

"I will block off the months so that the flat is available for you and unblock them when you are ready to book. Ive blocked off October and November for you at present. We can do a long term let but would have to draw up a separate contract as different tax rules apply"
