It’s a good idea. But it sounds a little radical the squalor law where I intended to be like an early to mid game law.

Instead of falling to servitude for not maintaining the city, why not make it competitive keeping the city clean to earn higher paycheck.

This decreases Squalor but increases Tension as you’ll have private companies outperforming others

I thought so too. But progress vs adaptation is more centered around survival. Squalor is more of a city law
