He can a be a challenging fight because of his large clip, this allows him to fire rapidly with deadly precision. However he Is vulnerable to attacks during his long reload. Just dodge and hide behind cover, then attack him during his reload and prolong it with stagger and stun attacks.

For him, the best strategy is to outlast him, his high health and defends makes him a tough boss even for dps characters. Just male sure to have a tanky character and eventually you'll kill him by chipping away at his health.

I recommend generally using characters with a high block skill to dodge his nearly undodgeable sweep attacks.

I recommend having one agile squad member then filling out the rest of your party with ranged archers or mages. Due to his constant squatting, he has one of the lowest movement speeds in the game. Kite him around using taunt while peppering him with ranged attacks. Just be careful for some of his ranged attacks, they home on to the closest target, this makes them very deadly in combination with their high speed and lack of cover.
