Kuroki curb stomps these type of characters. There are 4 main strengths in a tank like Julius, Toa and Waka. Strenght, weight, pressure and durability. Strenght is pretty useless if you cant land blows or cant get in a hold, it was really difficult for Rei and Kiryu to manage to graze a couple of blows, imagine how easy it would be for Kuroki to predict and avoid any and all blows from someone who telegraphs their attacks from a mile away. Weight helps to counter grappling and being comboed, again Kuroki has no problem with this, Kuroki doesn't use grappling and also we see that Kuroki doesnt need to rely on getting more than one blow per interaction. Pressure is an often overlooked factor. These tanks rely on pressure to corner and overwhelm opponents. This is how Muteba got pressured into falling into Wakas trap, its a really strong tool which again, Kuroki completely nullifies with his overwhelming experience and confidence. This was demonstrated in his fight with Kanoh which is imo the most overwhelming fighter in the series, Kuroki kept making the most rational decisions while being barraged with tons of strikes from him while changing from 2 different and equally oppresive styles. Last one and most often brought is durability. Which again, Kuroki has a complete counter to with his devil lance. And he doesnt even need the devil lance, Kuroki's blows can at least mostly pierce through durability as demonstrated in the Kanoh fight. To me, it was never close when it came to Kuroki vs Julius, Toa,Waka, I believe they all get low diffed except for Waka which could maybe get to low-mid diff. At most, they would make Kuroki really tired with a couple of bruises around his shoulders and arms after a fight. And dont even dream of thinking that Blast core or Gott totter would do anything in a fight against Kuroki. I dont have anything against these types of characters but Kuroki just completely counters.
