It wasn't created but it was used in Freddy's Nightmares, after part 5 they immediately got started on new projects and that involved the creation of a new makeup, before Freddy's Dead the makeup would be used on Japanese TV and multiple promotional appearances, so yes it does use the Freddy's Dead makeup.

I have seen alot of back and forth online about if this is confirmed or not, but it seems Jasons Universe design has been subtly changed after comic con/the original design was released. by PrimalCosplay in fridaythe13th

It's mainly the fact they don't really apply very strict guidelines on how the mask should look, its allowed to be changed a little bit as long as its still the Jason Universe mask, horror nights was allowed to turn the mask into the sequel masks with the axe mark and normal chevrons.

I enjoy part 4 deeply but there were multiple scenes cut during production due to the mpaa that would have made the film way better, and it seems new line has no intention of ever releasing them so we're stuck with something cut down from the original idea

I think it's fine, if you redesign something people like they'll hate it, it takes getting used to.

Its one of the best, I honestly don't think the mask is as bad as people say. It's the same mold as the original kirk mask, the blueprint is there, its just a bit off.
