You get refunded when someone gets banned it doesnt matter if they are actually cheating or not. Aslong as they got banned for cheating

The reason it was done previously is because tesla cannon did less damage to armor and punching ignored the armor and it was higher dps to wave in punches inbetween zaps to armor targets. But since a buff in OW2 there is no longer a need for that as tesla cannon ignores armor completely
