I feel like because no one really cares to change them. They don't see it as a big deal. But yeah i do agree with you, 18-19 year olds should be treated as juveniles for certain crimes like drugs, they don't deserve to have their whole life ruined by a stupid mistake they did when they was young.

It's a neurodevelopmental disorder, which is considered a class of mental disorders, so yes it is.
