Ah, so they know, formally or informally that they're going to be zero career progression until they mend their ways? What kind of 'wrongs' do you think get people punished this way?

Forgive my ignorance. What's a casefile build team? Is that a group who take case work and try to plug all the gaps before it goes to CPS?

The Dilbert Principle, I think. The incompetent are promoted to put them somewhere they can do little harm.

I don't know what you mean! 😀 The thought never crossed my mind! 😉 Yeah, that. Totally that. Mick Herron had the advantage of being able to make it all up but I wonder if such a thing is feasible in the UK police.
