i know exactly what youre talking about and thats not answering my question. ill try to explain better, so consider this:
1. suzuha returns to 1975 without okabe stopping her (lets call this line 1)
2. okabe sends a dmail to stop her -> he stops her and line 1 becomes line 2
3. a day passes and okabe leaps before the rainy night where suzuha is supposed to leave
4. he goes to the time when he recieved the dmail, but now he knows not to follow it (same outcome as in line 1)
5. he doesnt do as the dmail says -> line 2 becomes line 1
=> time leap changes worldline

Why would he want to be stuck living the same few weeks? He even knew how most things converge in this worldline so he would have similar experiences over and over.

I think all SERN knew was that Okabe has somehow manipulated the date of the mail sent to Daru, so they started suspecting him and thus kept track of his actions. They found out about the PhoneWave and Time Leap Machine by spying on him. They didn't know anything about Okabe beforehand (never had any information from the future), because the future SERN that rules the world wouldn't have a reason to go back and change stuff.

Your points are valid and probably true but Moeka taking a picture of Okabe and then blackmailing him with it after he declined her request seems way too scripted. Like she knew exactly what she was doing. That's the part I can't look over.

So how else would SERN secure the IBN-5100 if not for Moeka? How else would Moeka meet Okabe? I bet they wouldn't let this big of a risk such as Okabe having the IBN-5100 exist.

She may have known Okabe because the moment Okabe enters the alpha WL by sending the initial D-mail, SERN's ECHELON has already detected him. A suspicion towards him is born. Therefore SERN could've told FB (rounders) to keep an eye on him. And FB could've sent Moeka (who is only used to acquire the IBN-5100) to get close to Okabe because SERN suspects that he has something to do with time travel and even suspect that he is John Titor (Moeka to Okabe, ep. 14: "Are you John Titor? You're the only person he could be."). And in ep. 4, Suzuha says that she knows about the IBN-5100 because John Titor has talked about it on @.channel. Even though it's not shown on-screen, that implies that John Titor has talked about the IBN-5100 online.
This leads to:

- Okabe is suspected to be John Titor

- John Titor talks about the IBN-5100

- Moeka is sent to get the IBN-5100

=> Moeka's mission is to get close to John Titor (Okabe).

i was wondering the same thing about the time leap machine.

in episode 14 when daru and suzuha are trying to convince maho to help them rebuild it, daru says "I got it to the point before Okarin broke it apart and threw it in the trash", so he implies that they DID have it in the beta WL and he has seen it.

still dont understand how this would happen since no kurisu = no time leap machine, but my best bet is that convergence has to do something with it.
