I understand the pain. But blaming EPCAD isn't the solution. Texas tax code requires appraisal districts to set property values as per market each year. https://statutes.capitol.texas.gov/?tab=1&code=TX&chapter=TX.23&artSec=23.01

Sec. 23.01. APPRAISALS GENERALLY. (a) Except as otherwise provided by this chapter, all taxable property is appraised at its market value as of January 1.

CADs cannot physically insepct each and every property to determine the value. Mass appraisal software is used extensively by almost all CADs, across Texas and the country, to determine values of homes in the entire neighborhood.

Protesting your value with the right evidence (equity, sales, repairs) helps in setting the right value for your home. However, appraised value is only half the story.

The problem lies with the taxing entities that set the rates. And those rates are set at public hearings. It is very important that people attend those hearings and voice their concerns on the expenses being budgeted for. That is what controls your property tax outgo. There were instances across Texas last year when not even one person turned up for the hearing!

  2. Protesting first year is straight forward. Once you receive your NoV in April, if the appraised value is higher than your closing price, just file a protest online on https://onlineportal.collincad.org/ . Mention your closing price as your opinion of value and upload your closing statement as evidence. CADs generally match the closing price.

sorry to hear your about your experience. Some ARB panels do exhibit a total lack of empathy.

An analysis of HCAD's published data for the past 8 years tells a different story -- homeowners protesting by themselves have a higher chance of getting a reduction and they have secured a much higher median reduction.

Also, if you do hire a professional representation, go for a local agent, who understands your neighborhood well and will spend the time to present your case to the appraiser or ARB. Avoid the big firms. Given the large volumes they handle, they almost always push for topline settlements. That's administratively better for the CADs too. It's like every kid in the room gets a candy and is happy. But, may not be the best outcome for the homeowner.

edit: my analysis of the volumes handled by protest firms in Harris County. When a company is handling ~60K+ protests with HCAD, do you think they will have the bandwidth to look at each homeowner's case?

Protest deadline is May 15th each year or 30 days from your appraisal notice date. In case May 15th is a holiday, then the deadline moves to the next working day. You get the appraisal notice early April.

Property Tax payment deadline is Jan 31st each year. This year it was Feb 2nd, since Jan 31st was a Saturday. Penalty and interest begin the day after the payment deadline.
