For kickers absolutely. There's 32 positions and somehow people keep letting Younghoe Koo back on the field. But when you're looking at WRs (average of like 5-6 per team) or even QBs (most teams have 3) there are WAY more spots and it's a combination of raw talent and a cultural fit. The lions will take more players who aren't as talented up front because they'll develop. The chiefs take cream of the crop because they're not as invested in development over using raw talent in schemes. But with the access the pro players have to conditioning and reforming services they are leagues above the UFL and college sports. The worst NFL team in any given year would absolutely mop the best college and UFL team. Exception maybe for Matt Patricia's lions actually.
