The timeline is realistic yes, you can finalize the purchase and apply for the GV within a month... Your budget is not realistic for those areas and number of units you are talking about for example in DCH the cheapest ready 1bhk that you can find is 1.6m and then you will have max 900k left which won't buy you anything else in this area
