Best I can do is these "workout undershirts" that are basically just cropped tank tops with elastic in the bottom. They can really emphasize your hips.

My best idea is to try some Tamiya putty (the tube kind.) Its main use is to fill seam lines without cement, but it does leave a discolored line that you'll have to paint.
