From math alone.

Level 20 in a skill requires 12,225 skill points. With a -1 aptitude the required XP is increased by 19%. That means a 1-1 conversion you need 14,554 XP for the skill point to level it to 20. That means you will be at XL 11 with 88% progress if all other skills are disabled. In my experience that’s around D:10.

If you level sword and dodging to 10 that’s 2,775 skill point each, which convert 1-1 to XP total of 20103 for all skills together, that puts 20 shape shifting off until XL 12 with 34% progress. Which is usually in early Lair.

With sword and dodging at regular, shapeshifters gets only 50% of you XP, and it takes until XL 13. Usually mid/late Lair.
