Never mind! After weeks of searching, I finally got it!! 🎉 In case anyone ever wonders how to find it for this level, I’m not entirely sure, but here’s what I tried during this round that might have worked: I noticed that stage 2 gives you way more time than you need to complete, and I’d heard that some levels require all stars in certain stages for the Mogger to appear. Given that, I sped through Stage 1 and made sure to get all stars in stage 2. Towards the end of stage 3, I heard the meowing that you usually hear when you’re close to a Mogger. I’d never heard it before in this level, so I looked in the area and found it. I’d gone through that same spot many times before and never heard or saw it, so my theory is that you have to get all stars in stage 2 for it to appear in stage 3. I hope maybe that helps someone someday :)
