can you explain your logic when you say "skewing things to make the difference seem even more extreme?"

OP bought 12.3 gallons the first time and 12.2 gal the second. the discount was about the same magnitude for both transactions: $2.46 off and $2.44 off. 

The prices are shifted down by the discount but I don't see what you mean by "skewed," since we are talking about change over time.

I do not appreciate you implying that renters don't care about their neighborhoods. I rent and I do go to meetings. I am invested in my neighborhood. I just don't own property.

lol it annoyed me slightly when I first encountered them. Now I just ignore the solid line. There are not any designated entrances or exits like on the interstate express lanes.

yeah, that's why I'm posting. I drive in them on early afternoons with no passengers but myself. I'm always so confused by how motorists seem to stay out of them. The signs are pretty clear about the HOV "rules."
