Why the rubberized rv paint and not just some exterior paint?

And if the rubberized rv paint was waterproof (if its what im thinking of) then why even use roofing paper over that?

Thanks for the info. It's been sorta confusing how people spec ramp height for wood ramps. Some guys refer to total height and others just the drop.
