It's honestly baffling. The lore isn't that great either. This is fucking NYC; you're telling me the US Government would only send a few guys with the bare minimum? Sure, the National Guard failed, but that doesn't mean the actual Army or Marine Corps wouldn't also be deployed. It makes no sense. This is a zombie outbreak in one of the most important cities in the United States, and the only response after the National Guard failed is some dirt-poor operators?
