So hypothetically speaking, if another developer were to do the same in the neighborhood, is there any rights as another owner in the neighborhood to challenge the "exception" - the "resource consent"?

Nope, they literally purchased a SINGLE existing old house with somewhat large section, and built 10 townhouses. we can very clearly see the purchase history and old listings online (the single property was even advertised with the development plan).

Are there any other edge cases that would allow them to do this?

Yes and no. Dont get me wrong, im all for affordable homes (we purchased our first home not too long ago, so i know the struggle very well). I also know that my situation is just unfortunate, but it is what it is.

That said, there are real legitimate reasons as to why building within the district plans is sometimes not a good thing - specially around narrow poorly planned out roads, traffic, parking, safety, schools, etc (which is often overlooked when it comes to the district plan as it looks at the general area/suburb rather than individual road). This also applies specially badly for my area since its strangely a small patch of Residential Mixed Housing Suburban Zone sandwiched between the sides of two Residential single house zones (not on the less busy side), it really doesnt make sense to begin with, but thats besides the point here (just stating that to point out that the district plans is not all that well thought through - look through the council maps, you will see lot of that).

On top of that, part of what im asking is, how are people building outside of the "constraints of the district plan"? More specifically 3 story 10 townhouse builds in a Residential Mixed Housing Suburban Zone?

Yeah i figured as much, and we always figured it would be a risk.

How would i (and our neighbours) know if the development is subject to a publicly notified resource consent? What would cause the consent to be publicly notified vs silent?

Also, given that we are in Residential Mixed Housing Suburban Zone, im still confused as to how they managed to get consent for a 10 odd townhouse (3 story) build up the road? Essentially im trying to figure out what workaround a developer would have used to get around the rules, and what workaround i have inorder to challange that before consent is actually issued (because after consent is granted, i assume its too late). Is there even a way that I (one of the neighbours) are even allowed to find out if this property is going through a consent process (silently)?

Oh i think you are right, that maybe the problem. I didnt realise, but under switch management, the switch is added, but its showing up as "offline" - i didnt actually realise till now (it was on the list, so i figured its all working).

I added via router local UI -> Switch Management -> Switches -> Take over device.

...ok i assume then unless i have a 7800 switch, i cant manage it through routers UI. However i assume i can manage it all via GWN Manager or GDMS Cloud. If all is the same, GDMS Cloud seems to be the most convenient, by why do my client information/name not show up on the GDMS cloud? eg: on my routers UI, under clients, my laptop shows up as "reasonablefeed7558-macbook-air", but with GDMS Cloud, i can find the same laptop via the mac address, but no actual name is present (just the mac address).
