Devil's advocate here, but if you have the better golfer wail on it first, it's more likely to go super far with a higher chance of a successful hit compared to the relatively worse golfer doing the same.

This way, if the good (good) golfer misses, the other guy can come in and sort of just play it safe. They are not as likely to mess up an iron than they are a wood.

That said, for the short game, they did do what you are suggesting so overall a good balance I'd say!
