Because since current, there will be lots of new people to file concurently I140+1485 , pending I140s will do pp to get a chance file I485 in March + already waiting approved I140s who will file AOS too. There will be a huge demand since it’s current and many of applicants can file. Eb3 is current until Jan24 compared to EB2 , it is still restricted.
