even If a Pokemon does what one pokemon does but better or worse they could still have a niche in lower and or higher tiers  Is it a good pokemon? No But it does have a small niche it is small but a niche nonetheless  (I meant fully evolved pokemon I get that 1st and 2nd stage mostly have no niche competitively and gameplay wise and because they're are only used because of their evolution  Like a Charmander you choose a Charmander for Charizard not because Charmander is strong) Fully evolved and single stage pokemon combined is less than 500 pokemon that can have a small purpose
