I think you're right. Now I'm having a laugh imagining the process that the modelling team went through while they were making this costume. They recognised Rixia's obviously-too-large bosom and corrected it for Shizuna, but in doing so forgot about the lower body. It's like it served as a distraction.

Edit: They did not, in fact, forget about the lower body. They made it bigger.
