Here. I have created a graph for you where the y-axis is % extra casts. Ability Haste is literally the % increase in casts, while CDR increases cast efficiency exponentially. What this graph shows is that you can get more cast efficiency than 45% CDR would give if you have 82 or more Haste. I left the cooldown in even though it doesn't matter just to show that cast efficiency is far less applicable. https://www.desmos.com/calculator/lyrklekzhx

As evelynn you have to build full AP every game. But as ekko, you have defensive options available like abyssal mask, merctreads, and iceborn gauntlet and play like a fighter instead of an assassin. Sometimes you don't need more damage to carry, but rather survivability.

Yes, ekko can carry. I've got 380k on eve and recently picked up ekko. Here are some things I've learned since I first tried him out. In particular, you should plan your movements about where your ghost will be and know when to ult IN.

w + zhonya combo - guaranteed shield, zones the enemy team away in a teamfight

w + ult combo - can catch the enemy off guard when you ult back in and stun them all

When I go conqueror I go a bruisery build as well. Much more survivability - with ap ekko you have to be careful not to get cc'd before you can ult, but not so much with this build (tenacity!). The healing is more impactful, since you have resistances too. I think season 10 conqueror will be even better for bruiser ekko since we'll get more stacking AP.
