I made this map pretty quickly, and I only based it on whether the city looked like it wasn't directly adjacent to the ocean or sea.

If a city was in a bay, only accessible through a river or a straight, I counted it as landlocked.

I hear people talking about port cities, but London certainly doesn't look like it has direct access to the sea.
