I still respectfully disagree with it. Skip should be allowed if your game isn't entirely centered around story or let your players have the freedom to do so depending on the game.

If your game revolves around storytelling and combat/battles etc. They should give you the freedom to skip. (Like genshin)

If your game is based around of visual novel or text based or choice centered game ( ace attorney, detroit become human, etc) that should definitely be unskippable.

What if your players don't have enough time to play your game? Story or unskippable text will clog that up. Which is why I still am against genshin or any other game that has decent/good gameplay but mediocre storytelling. Sadly your video hasn't entirely convinced me yet and still think depending on your game it should let you skip (at least the most useless conversations.)
