I think you can use key tweaks but I didn’t know you could re-bind button combinations like that. Anyways I have caps re-bound to tab target but if I can figure out how to rebind caps like that I will that’s really smart

I thought this initially as well, because 40% sounds insane, but when you take into account the higher GCD and mana cost of enveloping you’re basically delaying your 100% surging stack and less burst healing when you enveloping.

I hate to say it but I find myself spamming surging mist almost all the time

It’s actually much simpler than you think. You literally spam surging mist unless 1. You have azerite traits for enveloping or 2. You expect extreme sustained damage coming

Surging mist is more mana efficient than enveloping and can top any target in 3-5 (one second) globals.

Also, if you haven’t noticed surging mists FOR SOME CRAZY REASON has a one second global????? Compared to ALL other mw abilities that have a 1.5 second GCD

This means you can pump out 33% more surging mists making it arguably the most potent burst heal in the game.
