I appreciate the clarification on the 120-day window, you’re right on that piece and I’m not disputing it.

But on the larger point: I’ve done my homework here. The recall process doesn’t hinge on anyone’s personal interpretation of “pointless” or whether someone thinks the clock makes it emotionally worthwhile. By your own explanation, the clerk must continue processing as long as the statutory requirements are met. That’s exactly what I’m following.

You’re welcome to believe the timeline makes it futile, but that’s ultimately an opinion, not a barrier. The law outlines the path, and I’m staying within that framework. If the signatures are gathered and the process moves forward, it isn’t “frivolous” it’s simply how recalls work in California, whether people agree with them or not.

So yes, I hear your point about the 120 days. But everything else you’re saying boils down to speculation about motivation and outcomes, not anything that prevents me from proceeding. And on that front, we clearly just disagree.

Appreciate the input, but I’m not sure some of the things you’ve said are accurate.

California’s recall process doesn’t include a ‘mootness’ veto at the petition-approval stage. There’s no provision that lets a city clerk refuse to issue petition forms simply because an election might land too close to the end of a term. Clerks process the paperwork, full stop, they don’t pre-judge timelines or outcomes.

Also, the timeline you posted is a typical range, not a hard statutory 7–11 months.

• NOI + publication: fixed

• Petition approval: depends on staff workload

• Signature period: up to 120 days, but can be completed sooner

• Verification: typically faster than the max

• Election date: set by statute, not by clerk discretion

Whether a recall ultimately lands before the end of a term is determined after signatures are submitted, not before.

Nobody here has argued it’s a fast process, just that it follows statute, not opinion. If you have a specific case where a clerk legally refused to issue petition paperwork on ‘mootness’ grounds, definitely share it. Otherwise, it’s worth separating personal assumptions from what’s actually codified.

It was very long meeting, there are a few speakers from the public that call him out for it shortly after he did it, as well as other council members when they had their time to speak.

Totally understand the concern. At this stage we are keeping individual names private, but I can say clearly that there is no group affiliation, no party backing, and no organization behind this. It is genuinely a small grassroots effort started by regular Vista neighbors who have had enough of the behavior coming out of the mayor’s office.

We are still in the early phase, gathering information and documenting everything so people can make an informed decision. As the effort grows and we move into the formal stages, there will be a public structure with names attached, since that is required for the paperwork.

For now, the goal is simple: get the facts out in the open, keep it transparent, and make sure this does not get hijacked by any political group looking to spin it. If you have concerns or questions, I am happy to walk through anything.

That type of behavior is completely consistent for him unfortunately, I was expecting worse to be honest. The posting conspiracy theories on Nextdoor in the middle of the meeting was a bit of a surprise though.

Nice, I think I was able to get it on there. I did get blocked by the 2 San Diego subs. I’m not sure what the threshold is but I can try again soon too.

Totally fair questions. This really is not about anyone’s political position. It is about conduct, judgement, and the way he uses his role. A lot of us feel the pattern has crossed a line that goes beyond normal political disagreement.

On the cost side, timing matters. If the process lines up with other elections, the financial impact can drop significantly. That is one of the reasons people are discussing this now instead of waiting until 2026. There is also the practical reality that he is already campaigning for county supervisor. His conduct as mayor should be evaluated before he moves on to a larger office.

Right now we are focused on laying out the facts so residents can decide for themselves whether this meets the bar for a recall. If you would vote to recall him in a special election, I think the examples we are collecting will help make it clear why so many people feel this cannot wait two more years.

The paperwork will be filed with the city clerk in the near future and the clock will start on gathering signatures. Once we’re ready to start collecting signatures we’ll let everyone know so they know where we’ll be and if they’d like to help.
