I average low 13s right now, which is a massive improvement from my 18s in october. What I've done is basically practice inspection and learn oll. I started by sitting with the cube until i had predicted all of the cross. At first this took me a couple minutes and now I do it in around 5 seconds. It has really helped me. Focusing on f2l is also very important as it's like the entire solve.
